[Bug] Unable to apply for an IP certificate properly

### Problem Description

IP证书没法正常申请。
日志会一直显示`暂无日志`
状态会一直显示`等待申请`
再次手动申请，会卡住一直转圈
(都是国人，英语沟通费劲，就说中文了)

### Steps to Reproduce

我不确定是不是我自己的问题，因为我vps是刚刚重装，第一件事就是申请证书，然后就出现问题了
