Run the offline test harnesses in syntax-checks.yml

This adds a bash-harnesses job so test/tests/*.sh actually run in CI
instead of only being lint-checked.

- New job runs every script under test/tests/ and collects failures
  from all of them before exiting, instead of stopping at the first.
