arm64: defconfig: Enable PSTORE_RAM

Enable PSTORE_RAM, that is the ramoops driver, in the defconfig, to
allow logging and retrieving panics and oopses to/from RAM automatically
for platforms that have a ramoops reserved memory node in DT.
