Decimal precision: retarget net10.0, refresh test packages (FluentAssertions 7.2.2) (#2183)

Both projects move from net8.0 to net10.0. Test packages refreshed against
NuGet at prep time: FluentAssertions 6.12.0 -> 7.2.2, Microsoft.NET.Test.Sdk
17.8.0 -> 18.9.0, xunit 2.6.3 -> 2.9.3, xunit.runner.visualstudio 2.5.5 ->
3.1.5, coverlet.collector 6.0.0 -> 10.0.1.

FluentAssertions deliberately stops at the 7.x line: 7.2.2 is the last
Apache-2.0 release, and 8.0 onwards is Xceed commercial.

No source changes. Build clean and all 38 tests pass on SDK 10.0.302.
