Windows Defender detect exe file installer as a virus

What happened?

when I downloaded the installer file for windows the Windows defender detect it as a virus, also I added it to excluded list and installed it, when the PC restart the Windows defender removed the installed version also.
do you have any idea about this problem?

Steps to reproduce

1.Downloaded the .exe installer file
2. Blocked by Windows Defender immediately
