Fix Rails 5.2-6.1 compatibility in test_helper.rb
- Preserve original initialization order for Rails < 7.1 - Use new initialization order only for Rails 7.1+ - Keep SimpleCov improvements - Maintain fixture_path/fixture_paths compatibility
