[Windows][Python-3.13] Not installing onnxruntime-gpu

Under windows Python 3.13 default .toml file defines installation only for python 3.12 and 3.11.

If you remove the given declarations and use "onnxruntime-gpu" instead (in 'cuda-12') the same as declared for 'cuda' - everything installs correctly.
