Update ocn component and compset and res for atm

We are now using the SE dycore as our default dycore and have changed the ocn model from pop to mom. Can you please provide an OCN ECT appropriate for MOM and confirm that the current cam-ect and uf-cam-ect tests are adequate for
--compset FLTHIST_v0d --res ne30pg3_ne30pg3_mg17
