As per the README, the actual work is being done in https://github.com/PowerShell/openssh-portable. This repo is used for issues/discussions.

I see, why are the issues / discussions not being held in the same repo as the code updates ?

I assumed it was a historical thing. This repo was originally where all the code was forked and maintained. Many years ago they moved it to the openssh-portable one (I assumed they re-forked again) but kept this because people had already created issues here and there were probably links and docs that pointed here they didn't want to update.
