what am i missing doing wrong here, i tried to run ssh server in windows 11, im not a poweruser by any means.

i installed the openssh with scoop. step reproduced:

1. check openssh from windows capability (admin pwsh)

3. install openssh from scoop (admin pwsh)

then execute the install-sshd.ps1 with admin/elevated pwsh

4. run ssh-keygen.exe (admin pwsh)

ssh-keygen.exe and ssh-keygen -A. which generate ~/.ssh and env:PROGRAMDATA/ssh directory

5. add sshd_config to $env:PROGRAMDATA/ssh
