Add inference API to ami-ml (ML backend for Antenna)

Migrate or rewrite the inference API from the ami-data-companion to this ami-ml repo, to reduce drift between the research and deployed model.

Current implementation:
https://github.com/RolnickLab/ami-data-companion/tree/feat/web-api/trapdata/api

This could be simplified, or another framework could be used.
