drm/amd/display: Promote DAL to 3.2.247

This version brings along following fixes:
- Improve power saving feature
- Clean up for code clarity
- Fix crashing bug
- Fix pipe allocation for older ASIC
- Fix for gamut remap
- Fix 8K 60Hz display in test cases
- Fix bug in clock gating
- Improve DP2 compliance
