cpufreq: Drop CONFIG_ARM and CONFIG_ARM64 dependency on Arm drivers

The CONFIG_ARM and CONFIG_ARM64 dependency is redundant as all the
drivers have necessary sub-arch dependency and don't depend on the
architecture support.
