usb: host: xhci-plat: Parse xhci-missing_cas_quirk and apply quirk

Parse software managed property 'xhci-skip-phy-init-quirk' and
'xhci-skip-phy-init-quirk' to apply related quirk. It allows usb glue layer
driver apply these quirk.
