Add header to the pane

We need to add a header to the pane that contains:

• file title we are viewing
• details of the author and when it was last edited
• a public or private label

Remark: maybe some of this info is in the About pane or under the hood.

Currently the user does not find out they are not allowed to edit until they have edited the file and saved. I think we should check the acl and not allow them to edit if they are not authorized to.

From meeting: only display the edit button if you can edit when hover tooltip say not authorized (disable and on hover say no access)

As well just another note, that i need to add hide and show for footer buttons when the user clicks edit.
