Subject: [PATCH] fix #61

SI Brochure 9th ed. v4.01 specifies "one" as the expression in terms of
other SI Units for both radian and steradian. No expression in terms of
SI Base unit are provided (there is a footnote instead, explaining the
change from m/m and m^2/^2, to 1)
