[docs] No documented breaking changes in v7

The v7.0 release notes do not appear to mention any breaking changes. Unless "upgraded to ESM" is a breaking change; but then this should be explained in more detail.

Alternatively, if there are no breaking changes, I would ask to put checks in place that prevent the release of a major version without breaking changes. Unnecessary major releases cause considerable downstream churn due to dependabot flagging the update in any repo using this action.

The new parameter archive (and it's implications on path-glob) is also missing from readme.
