Subject: [PATCH] GH-53500: [Python][Parquet] Prevent crashes when comparing
 metadata with None

Require non-null typed arguments in Statistics, ColumnChunkMetaData,
RowGroupMetaData, ParquetSchema and ColumnSchema equals(), following the
existing FileMetaData.equals() pattern, and add a regression test.
