Subject: [PATCH] Add sa-west-1 to JumpStart region_config and djl-neuronx
 image_uri config

Adds the sa-west-1 bucket configuration (content and gated cache buckets, no
Neo bucket) and the sa-west-1 DLC prod account (434457397001) to the
djl-neuronx registries blocks. Follows reference PR #4907 (eu-central-2).
