[codex] Add PNW recipe constraints

Summary

• add recipe-local constraints for PNW assignment behavior
• add delegate/organizer competitor assignment step to the main PNW recipe
• add behavior tests for staff wraparound, key-staff spreading, first-timer distribution, speed balancing, and similar first-name avoidance

Validation

• yarn test src/lib/recipes/constraints.test.ts src/store/reducers/runRecipe.test.ts
• yarn check:type
• pre-push hook: tsc --noEmit and eslint ./ passed with warnings only

Note

• Full pre-commit Vitest suite currently fails in src/store/actions.test.ts on an unrelated expectation for patchWcif payload including formatVersion.
