Bump send and netlify-cli (#14612)

Removes [send](https://github.com/pillarjs/send). It's no longer used after updating ancestor dependency [netlify-cli](https://github.com/netlify/cli). These dependencies need to be updated together.


Removes `send`

Updates `netlify-cli` from 16.4.2 to 17.36.2
