Additional notes for reviewers

The active plugin payload is sourced only from agent-plugin/ and excludes the repository .beads database, VSIX artifacts, node_modules, and extension sources. Self-hosted marketplace clients can still clone the full public repository into a separate source cache. Copilot CLI 1.0.82 marketplace installation passed in an isolated HOME for v0.1.1; the plugin and beads-project-manager skill were enabled and matched the tagged payload. The skill feature-detects the installed bd CLI, uses read-only queries first, and instructs the agent never to automatically run bd migrate, bd bootstrap, or --ignore-schema-skew. It treats agent responses as unaccepted until artifacts and acceptance checks are verified. No MCP server or hook is included.
