Improve existing content: About GitHub Importer — clarify availability and Git LFS handling #44976

Description

Code of Conduct

What article on docs.github.com is affected?

migrations/importing-source-code/using-the-command-line-to-import-source-code/adding-locally-hosted-code-to-github.md

What part(s) of the article would you like to see updated?

  • Remove duplicated "About GitHub Importer" heading.
  • Consolidate the intro into a single concise paragraph that describes what GitHub Importer does and links to the GitHub Importer doc.
  • Clarify availability: note that GitHub Importer is available only on GitHub.com and cannot access repos hosted on private networks; point readers to the command-line import or Enterprise migration for private/enterprise scenarios.
  • Make the Git LFS limitation explicit and actionable: state that Git LFS objects are not migrated and recommend either converting LFS objects or migrating them separately.

Proposed replacement content is prepared and available; see the attached draft content or the proposed file contents in the issue body.

Additional information

I attempted to create a PR in a fork but my automated branch creation failed due to missing fork ownership. I can open a PR from a fork or provide a unified diff if maintainers prefer. No screenshots. No reproducibility steps.
