Description: Copilot Agent Prompt Clustering Analysis (discussion #57410) manually reviewed the 48 closed-non-merged PRs in the persistently lowest-merge cluster (Cluster 5: container/MCP/infra plumbing, 62.9% merge rate, 3 consecutive days as the outlier). Known categories (WIP/abandoned drafts 41.7%, upstream-blocked scope mismatch 25.0%, review-friction/too-large 6.3%) are already covered by prior pre-filter/stub-detection fixes, but a new 27.1% "other/unknown" bucket (13 PRs) was newly surfaced this cycle: these PRs received clearly favorable triage/review comments yet were still closed rather than merged.
Expected Impact: This is a distinct, previously-unidentified blocker from the already-addressed WIP/upstream-block causes. Understanding why well-reviewed Cluster 5 work still gets closed (duplicate/superseded work, staleness, or manual override) could recover real completed work or reveal a second process gap specific to container/infra PRs.
