Sqlite: Bytes encoder/decoder

We currently don't have a way to store and retrieve Bytes from Sqlite. This is a limitation imposed by relying on Json Encoder/Decoder for the underlying implementation.

This requires an API for transfering Bytes to/from JavaScript, and is therefore out of scope for the initial release.
