Subject: [PATCH] chore: bump macOS system-configuration to 0.8

Use the maintained core-foundation 0.10 generation for system proxy discovery. The system-configuration Rust sources are unchanged between 0.7 and 0.8, and the optional macOS-only feature boundary remains intact.
