Subject: [PATCH] Add Node.js 26 (preview) runtime

Closes #3735

AWS announced public preview support for Node.js 26 on Lambda. Adds
the nodejs26.x runtime following the same pattern as nodejs24.x,
using the 26-preview base image tag since there is no GA tag yet.
