Project Lifecycle Link in Governances Docs is Dead

The governance doc links to a project lifecycle document. The link is dead. The ISIS TC has a number of roles to fulfill articulated under Section 5 of the charter. Without the document, it is not clear how the TC should be fulfilling this role.
