Avoid a dot in the news fragment id.
jaraco.develop's finalize parses a fragment filename from the left (split('.', 2)), so the dot in "3.10" lands in the type field and the release bump lookup raises KeyError: '10'. towncrier itself reads the name correctly, so only the release tooling trips over it.
