- Aggiunto supporto a docker per creare l'ambiente di sviluppo

- Aggiunta la rimozione del messaggio "Non spammare @user" dopo 5 secondi onde evitare rumore in chat
- Aggiunto pipenv ( ovviamente da discutere )
- Corretto l'import di VERSION nel caso in cui ENV fosse settata
- Aggiunta documentazione in README per far girare il bot con docker in sviluppo
