Mark component-hook-factories lint as removed in 7.1.0

The rule was removed from eslint-plugin-react-hooks in 7.1.0 and added
back only as a deprecated no-op. It no longer reports anything and is
not in the recommended preset, so drop it from the Recommended Rules
list and add a Deprecated callout to its page.
