Add configuration for whether starting issues should be the default option on create.

Some users may prefer to start working on a newly created issue more often than not. Could a flag added to the configuration file that will change the default option for immediately starting a new issue upon creating an issue instead of always defaulting to "No".

This could also be added in the initial configuration process

If this is an issue that is appreciated as part of the main codebase, I have a PR ready to submit.
