[RFC]: WebAssembly Implementations for @stdlib/blas/base #13485

Description

This RFC proposes adding WebAssembly implementations for the @stdlib/blas/base package. The purpose of this issue is to serve as a tracking issue for implementing WebAssembly support across the routines provided in the package.

Only routines which provide a C implementation (i.e., a src/*.c kernel) are listed below, as these are the routines which can be compiled to WebAssembly.
