feat(cli,webapp): make the node runtime track Node.js LTS

Deployments with an omitted `runtime` or `runtime: "node"` now resolve
to the current Node.js LTS, currently Node.js 24, across all projects.
Explicit versioned runtimes remain pinned, and the previous Node.js 21
update prompts have been removed.
