Batched two flips: part9 added to queue (after being written) and now marked published. 12 published total, part0b is next, e2e is the closer. Also restructured the 'after queue empty' candidate list into 3 tiers (no new code / methodology / needs new work) and removed multi_pcpu since part9 fulfilled it.
