chore(toolbar): Add linting and code quality automation

To ensure code consistency and maintainability, we need to set automated linting and code quality checks for the toolbar package. This setup will serve as a reference standard for future hwptoolkit packages.

Acceptance Criteria

• Setup and configure ESLint for the project
• Add Prettier config
• Add a GitHub action to automate the code quality check
