Subject: [PATCH] ci: test Python and Rust integration on native Linux ARM64

Add ubuntu-24.04-arm to the existing build-and-test job, retaining x64 and all commands. Include the runner in the check name. Packaging and dependency versions are unchanged.

Validation: actionlint, git diff --check and structural matrix comparison passed. No local Cargo builds or Python/Rust test suites run; hosted CI must exercise native Linux ARM64.
