Allow `onRequest` callbacks to access build-time file content

Related to #29.

This is what works now:

However, I’d like to see folks able to consume res.statusCode (404 when no file is present) and res.body with the static content to do request-time content transforms

Notably, onRequest is the new way to do this: https://www.11ty.dev/docs/dev-server/#on-request-for-request-time-processing

With #9 it’s now possible to return Response objects but there still isn’t access to static file content at this step
