ci: remove obsolete CodeRabbit dispatch workflow

This PR removes the coderabbit-approval-dispatch.yml workflow.
Since CodeRabbit AI now natively tags Pull Requests when they are approved, this separate dispatch workflow is redundant and no longer necessary.

• Deleted .github/workflows/coderabbit-approval-dispatch.yml to clean up our CI/CD workflows and reduce unnecessary GitHub Actions runs.
