lgj-abi's dependency graph has no lance, lancedb or arrow, so the lance 13 / lancedb 0.40 part of the sweep does not reach this crate.

Merge order

Merge this PR before the ndarray and lance-graph 1.99 PRs (lance-graph #1437). CI checks those two out at main. Once they declare rust-version 1.99, a 1.98 build of this crate no longer resolves.
