build: symbiont and cognitive-stack clone ndarray master

crates/symbiont/Dockerfile and crates/cognitive-stack/Dockerfile defaulted ADA_BRANCH (used only to clone ndarray) to claude/jirak-math-theorems-harvest-rfii13, a stale feature branch. Both now default to master, the branch every other build and CI job uses. --build-arg ADA_BRANCH=… still overrides it.

Both builder images also move from rust:1.98.1-bookworm to rust:1.99.0-bookworm, matching rust-toolchain.toml. ndarray, p64 and thinking-engine declare rust-version = "1.99.0", and a 1.98.1 builder refuses them; that was measured on the thinking-engine image in #1530.

Neither image was built here. symbiont is a research project (SurrealQL on Lance) and not a production path.
