Board only, no code. These are the board updates the hygiene rule requires for merged PRs, which those PRs never made.

What changes

PR_ARC_INVENTORY.md (+807): 115 merged PRs between dir-sim: Exchange recipients through ingest, snapshot, overlay, diff, plan and uniqueness #1388 and sap: optional CATS code fields bind three-valued through validity planes #1588 had no entry. Each now has one, written from its description and file list and inserted in date order. A script refuses duplicates and refuses to shorten the file. Every header was matched against the PR metadata (merge sha, head, branch, commit count). Hygiene-only PRs (board: PR arc and latest state for #1505–#1524 #1527, board: correct five #1527 arc entries from the full PR bodies #1528, board: #1562 merged (D-WAL) — PR arc entry and LATEST_STATE #1563, board: #1566 and #1567 merged #1568, board: record #1582 merge #1583) get no entry, per the termination clause.
STATUS_BOARD.md: a catch-up section for D-ids that merged PRs name but that had no row: D-CMR-RESET, D-FLOW-COG, D-SMD-0..6 and D-V3-CLASSVIEW-NODRIFT-0.
INTEGRATION_PLANS.md: one catch-up entry covering two groups of plans that were never named in the index:
- 14 plans dated 2026-10-12..16, read at their headers;
- 59 plans that came in with the history root (bad63c33), listed but not read.
TECH_DEBT.md (both rows are tech debt):
- TD-CANON-HIGH-AUDIT-RESIDUE-1: the five classid sites that classid docs and helpers: say canon-high where the code is canon-high #1430 left for a decision. ClassGrants and FacetSchema::of_classid were re-read in code and are unchanged.
- TD-CLIPPY-ALL-TARGETS-NOT-CLEAN-1: Rust 1.99 + lance 13 / lancedb 0.40; D-SCF-CARE-PAIR-0 follow-up (L1–L8) #1437's dated measurement that --all-targets clippy is not clean.
Entry 2026-10-16-board-catchup-open-items.md:
- integration-plan debt, owed decisions and innovation debt (probes proposed but never built) named in those PR bodies, each row pointing at the doc that owns it;
- a list of items that have closed since, so they are not filed again: dir-sim: a group's secondary SMTP proxies deliver to the group #1483, OGAR plan(palantir-parity-cascade-v2)+ledger(soa-dto-deps)+post-merge(#352) #353, OGAR docs(architecture): unified OGIT 15-pattern synthesis + Tier-0 recognition (sprint-2) #358, fix(supervisor): respawn a crashed consumer once, after its backoff #1540, and the board gaps research: recovery ledger revised against #1495–#1553 #1554 named.
LATEST_STATE.md, AGENT_LOG.md: an entry each. The entries index is regenerated; SUPERSESSION-INDEX.md regenerates unchanged.

Gather-shaped items

The entries and the plan index mark items that were ruled a violation on 2026-10-16: data-indexed reads, EqU32Via, Semijoin and Foreign lanes, and the "preimage" hop. That covers #1479's Addr::Via{fk,key}, the council-v3 §0 preimage definition and the D-SAG-4 two-hop step. This PR records them and removes nothing. Removing them is a separate decision.
