Update StarRocks to 4.0.14

Summary of Changes

Updates the StarRocks binary distribution release from 4.0.2 to 4.0.14 across all three StarRocks benchmark configurations:

• starrocks/install: Bumped VERSION to 4.0.14-ubuntu-$(dpkg --print-architecture)
• starrocks-parquet/install: Bumped VERSION to 4.0.14-ubuntu-$(dpkg --print-architecture)
• starrocks-parquet-partitioned/install: Bumped VERSION to 4.0.14-ubuntu-$(dpkg --print-architecture)

Motivation & Performance Improvements

StarRocks 4.0.14 introduces stability fixes and performance optimisations compared to 4.0.2. I've kept the benchmarks in the same release train 4.0.x, rather than the more recent 4.1.x

Verification

• Confirmed tarball URL validity (https://releases.starrocks.io/starrocks/StarRocks-4.0.14-ubuntu-<arch>.tar.gz).
• Verified dynamic directory discovery (.sr_dir) in downstream scripts (start, stop, data-size).
• Existing benchmark history in results/ is preserved.
