100-PR batch review at Merged to Reviewed scope: Complete preserved-frame P104 first-COPY-drop threshold at 38 total punctures; quotient loss is stronger than support-span loss and the attaining ratio worsens. The pinned scoped command passed; the batch ledger contains its command, input hashes, environment and log. This incorporates the research/tooling contribution and does not change the selected κ or discharge the inherited multiplication-theorem assumptions. Batch review, attribution and evidence. Thank you for the contribution. |

Status: research note / exact structural threshold. No new κ.
Preserving all sixteen original P104 frame lines changes the first COPY-drop boundary: every one of the 7,168 frame-pair decoders retains all eight COPY terms at rank seven through 21 additional deletions. The first possible drop requires 22 additional punctures, 38 total. Every possible term has that threshold. An emitted exact decoder attains
[7,7,7,6,7,7,7,7], or 55 copies on 82 ports. The support-label span can drop after only 20 extra deletions while all COPY ranks stay seven. The missing condition is loss of dimension after quotienting by the partner's radical. The proof gives the exact criterion and reduces arbitrary added port sets to 127 hyperplane cuts per side, so this is a completed finite census with a completeness argument, rather than a failed subset search.
Two exact implementations agree on all 896 frame records and 28,672 possible terms. The primary uses the frozen PR968 model and nine-dimensional functional filtering, checking 7,282,688 quotient-cut incidences. The independent checker constructs the roots, frames and dual decoders from scratch, then enumerates nonzero words in seven-dimensional binary column codes. It imports no primary or predecessor code. The witness passes all 6,724 all-pairs coefficient checks.
The cost result is scoped: through 21 added punctures the COPY ratio strictly worsens from P104's
56/104=7/13; the displayed first-drop witness also has the worse ratio55/82. This does not optimize aggregate COPY cost at or beyond the boundary, realize a physical supplier or supply a new recursive moment. Source access, helpers, frames, restoration, hosting, precision/tape and analytic obligations remain open or inherited. No new κ or measured runtime benefit is claimed.Reproduce with Python 3.10+ and the standard library:

PASS_P104_FIRST_COPY_DROP ... extra_punctures=22 total_punctures=38 ... no_new_kappa, thenPASS_P104_FIRST_COPY_DROP_PACKAGE regeneration=PASS relocation=PASS controls=4.Validation includes deterministic byte-exact regeneration, read-only optimized relocation, 25 mathematical controls and four actual corruption/occupied-output subprocess controls. Restoring any one of the 22 deleted ports returns all COPY ranks to seven. All seven retained inputs match pinned Git bytes. Selected-record integrity and all 25 related repository tests pass; final verification uses Git-index-exported files. Exact receipts, certificate, proof, claim and source pins are included. Full repository regeneration, selected cold supplier replay, hosted CI, human review and formal multiplication-theorem verification are not claimed.

Ali Romman's PR1125 concerns different asynchronous delivery work. The preserved sixteen-line puncture is the distinction from PR1020; PR1171 concerns a different root-only star decoder. Original source/proof/credit bytes are retained and pinned at the base commit. The refreshed 790-open-PR inventory through #1178 and immediate targeted queue check through #1184 found no competing preserved-frame P104 threshold. Concurrent PR1180 extends an overcomplete factor-linear floor only through p<=24, a different domain. No pinned coordination issue exists; the claim is local.
