Review aid: packing ceilings of 14 open complex kappa claims (stacked on #1240; no new kappa) - #1264

Fourteen of the 30 open claims above the selected kappa are pinned by head and blob. All obey the coverage law, and they use nine local words. No repacking of any covered word passes kappa 0.0016873148. The leading #1148 line sits on words whose caps are 0.17-0.21% below the selected word's; it leads by packing closer (0.47-0.52% headroom left vs 0.77-0.86%). Sixteen claims lack the needed records and are listed. No new kappa. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>

…evers Replace the generic complex cards with a rank-shape decoder card and a helper inventory card gated by a packing-ceiling screen. Add centre-path-sharing and coverage-law-change cards. Reweight recursive interfaces 15->20, verifier engineering 10->8 and incumbent optimization 5->2. Ask complex kappa claims to report their packing cap. The evidence is open PRs CrocSwap#1240/CrocSwap#1264 (exact but unreviewed), stated as such in the log, with revert and reopen conditions. …ppa) Adds research/complex-queue-ceiling-uncovered/: all 16 open complex kappa claims the CrocSwap#1264 census listed as not covered are screenable at their pinned heads under documented field aliases (global_profile, idle_profile, complete_invocations, expected/ blocks, or CrocSwap#1175's README prose). 11 distinct local words, 7 new against the census's nine; max cap 0.0016872744 (census W4), below the census's best cap; no word raises the cap. CrocSwap#1175 is the selected word W2 with a new idle packing; its PR title kappa differs from its recorded kappa. Credit Aaron Wang / navinor, with help from opencode. Apache-2.0.

Stacked on #1240 (it reuses
research/complex-local-word-ceiling/ceiling.py). Once #1240 lands, this PR retargets tomain. No new κ. No claim is accepted, rejected or reviewed by this PR.Card:
complex-new-helper-inventory(complex-mechanisms, chooser seed9fe32a6efcf929bf30bb65fb781eb095, basedadfea6e). Scope is refined to the card's "reject routes without headroom" step, applied to inventories already in the review queue. This answers #1240's first open question. What it does
30 open PRs state κ above the selected 0.001672660197076918. For each, I searched one package for:
mass = 72W + 64N.14 claims qualify. They are pinned by head, path and Git blob in
SNAPSHOT.json;rebind.py --fetchre-reads every blob. Each profile splits into local word plus idle, and #1240's exact relaxation caps any repacking of that word.Result
All 14 obey the coverage law at 896/9 families per call, and every endpoint lies below its own cap. They use 9 distinct local words:
