Independent verification: all nine frozen PR1264 packing ceilings

PR1240 and the merged PR1264 census share one atanh/Taylor engine for the packing ceilings used in revision 3. This package independently confirms all nine frozen brackets with integer square-root enclosures and reconstructs all fourteen source-profile splits from 21 original pinned JSON blobs. No discrepancy or new kappa is claimed.

Only research/independent-queue-ceilings/ is added. The implementation imports no predecessor numerical or extraction code. All 18 strict endpoint signs pass at 96/192 exponent/fractional bits and again at 128/256 bits. The original common cap kappa < 0.001687314840 is corroborated under its existing coverage-law and balanced-transfer assumptions.

The source audit explicitly distinguishes ten direct live-stock fields from four values inferred using W = 896 N / 9 (#1124, #1130, #1178, #1195); every N is tied to an original field. W7 retains its exact denominator-333 counts. Replacing them with the README's display rounding changes the lower-endpoint sign, while the predecessor's actual exact certificate passes.

The registered replay and 13 test groups pass, including 14 semantic controls, 2,640 direct algebraic power comparisons, 72 zero-saving child costs, source/receipt corruption, omitted-case controls, and optimized read-only relocation. The retained census and selected-record checks also pass. Hosted CI is separate.

This is an audit of the frozen PR1264 domain, not today's full PR queue or a fresh supplier replay. Operation/frame/owner reconstruction, physical live-stock derivation, native admission, chronological hosting, actual supplier surcharges, outer/bootstrap, precision/tape, all-size, analytic and full Lean obligations remain outside scope. The selected frontier is unchanged.
