Certify the F-star one-interior-label gap on tied_min

Each of twelve tied_min v=11 restrictions:

Close the constructive label-kind handoff in PR2963 open question 2, and the full v=12 fixture's open Form-R question from PR2914. The minimum number of non-Form-R pairs in an eleven-line witness is exactly one. This is an exact finite result, not a general F-star theorem, physical decoder or kappa improvement.

Only research/fstar-one-interior-label/ is added. It contains the written recurrence argument, two separately implemented exact exclusions, all twelve constructive orders and registered controls. No predecessor executable is imported. The only live scientific input is the SHA256-pinned fixture already on main.

Evidence

• Before, the Form-R eleven-line question was open in PR2914 and the retained review; PR2963 requested a constructive account of the gap. After, every restriction has an exhaustive Form-R exclusion plus a ten-line Form-R witness and an eleven-line one-exception witness.
• Forward b-domain and reverse a-domain searches exhaust 2,455 and 888 states respectively per exclusion. Witnesses check support, diagonal parity and every ordered rational-zero constraint. No recorded CP-SAT optimum is required.
• Registered Python 3.12.15 replay and all seven behavioral groups pass. Python 3.13.5 normal/optimized checks pass. All 147 research-workflow tests pass on Python 3.12 with no skips. Literal tiny oracles, actual weakened implementations, capacity/source/receipt/CLI controls, Ruff and exact committed-byte preflight pass.
