Add independent V45 frame and ledger audit

Summary

• Add a standard-library audit of PR Conditional κ ≈ 0.0017290339826465: joint rank-7 end frames, five paired extractions and #2957's rewrites on #2942's words (+5.00e-6 over #2969) #2979's V45 coordinated end-frame change for helpers 249, 251, 265 and 267.
• Independently rebuild the F2 frame walk, the complete stage-one local rank profile, both provider rank and width reports, owner schedule/fill checks, idle-inclusive 666-call rank histogram and physical-family invoice.
• Check all 15 nonempty V45 endpoint-subset profiles under the complete stage-one gate refit. The losing one-helper margin is −53,141 and the four-helper margin is +22,972 under the pinned group-price model.
• Bind the frozen source manifest and all 111 manifest-listed files; recheck the 12 allocation pins contained in that set. Reject five semantic failure controls.
• PR Record the V45 triple intersection #3823 records the V45 triple intersection and PR Record the printed V45 margin ladder #3841 records the printed margin ladder. This package adds the independent frame/profile and complete ledger reconstruction; it does not claim an independent derivation of the search-time V45 group price.

No new κ or selected-frontier change is claimed.

Limits

The subset margins use the pinned V45 joint price row. A V45-only gate-edit decomposition of the parent is nonmonotone at register 169, so no independent group-only price or frame-search optimality claim is made. The two guards are the residual in the pinned owner invoice. The package does not run the registered full frontier replay, native-provider replay, fresh algebra replay, outer proof or supplier admission. The optional source-history publication check could not run because the worktree does not contain full Git history; committed-byte verification passed.

PR #2979 and its predecessor/source lineage retain their original attribution: Marius-Paul Dumitrean (#2979), Mason Hale (#2917), Jeremy Kothe (#2957), and PR #2942 with its cited predecessors. This audit was prepared with OpenAI Codex assistance; separate human and formal-kernel review are unclaimed.

Publication validation

The registered package replay passed on CPython 3.12.3 with python3.12 scripts/research_package.py --package research/independent-v45-ledger-audit. The optional --check-source-history preflight could not run because this MacBook checkout is shallow and the checker requires full Git history. This package's source manifest pins only files at its exact base commit 20ecf2891d80b5acf18d980b2164fb44ea7faa90; it contains no head: source pins. Any earlier pending note above refers to the state before this publication-time replay.
