The final construction reconstructs #467, replaces its kernel while retaining its timing/mixing (105 pivots, entrance rank113,104 donors), then applies20 delivery gate-frame moves with stable independent-gate reordering and14 connected-pair retimings. Every intermediate word hash is bound. All280 noncommuting B-gate order constraints are retained. Eight replicas, each residual wholly assigned to one physical family. No cross-family splitting is used.

The new package is research/r715-reordered-deliveries/. The earlier r715-retimed-kernel-pool package and its validation are preserved. The draft and subsequent witness were submitted before full verification as requested.

New source reconstruction, official legality/formal columns,963 frame projectors,3401 nested/reflected pairs,11 residual isometries,1320 routes and all62,920 whole residual assignments pass. Independent replay checks1,720,752 emitted events and rejects22 operator mutations. Both rational moment engines and47 strict outer inequalities pass. The freshly recomputed807-bit physical prefix is charged832;2477-bit three-level coefficient is charged2496; complete row coefficient19431<20161. Complete changed-component wrappers for the final delivery word now pass on Python3.11.15 and3.14.8, each bound to a completed full complex-supplier receipt. The fresh default full Python3.11 replay now passes (PASS_FULL_R715_DELIVERY_COMPOSITION), rebuilding the complete pinned complex supplier and all final delivery checks. The previous kernel-only word has complete3.11/3.14 component receipts with fully verified complex-supplier reuse, and its fresh default full Python3.14 replay has now passed (PASS_FULL_R715_REKERNEL_COMPOSITION), with receipt and logs in research/r715-retimed-kernel-pool-validation/python314-full/. This validates the earlier word; the final delivery word has its own checks and completed full replay as described above. Each status distinguishes completed-parent reuse from a default full replay. Run python -B research/r715-reordered-deliveries/verify.py /absolute/new/output for the final word.

All inherited compiler, target-label/mutable-basis, complete-call correlated-dirty-hosting, compressed-window, restored-work, precision, row and analytic contracts remain. Conditional finite construction; not an unconditional multiplication theorem or global optimum.
