This composes chafreaky's #533 92-pivot direct504 supplier with the delivery-frame assignment from rohanarun's #534 (Claude-assisted), on icekylinx's #531 architecture.

Conditional κ = 0.001530327580902932, about 0.4015% above #533. Complex lower rate: 0.001532673072778713292743; the complex supplier remains binding.

The new local profile is {1:2174,2:496,3:357,4:226,5:139,6:56,7:8}. Scalar operations, 504 helpers, 92 kernel pivots, helper widths, 7168 live / 7682 physical families, owner assignment and idle remainders stay fixed. Only delivery-operation frames change. The package rebuilds the factory and checks every changed frame is a legal lift of its constructor frame.

The draft was submitted before full verification. The complete packaged Python 3.14.8 replay now PASSES in 121.11 seconds: reconstruction, 92 kernel omission controls, both 728-column scalar orientations, independent emitted-local checks, all 2924 local phase edges and 224 endpoints, normalized wrappers, whole-owner/controller mutation controls, finite invoice, two exact moment engines and 47 strict outer inequalities. Receipts are in evidence/composition/.

An initial integration run caught the old profile assertion in the owner plan; the profile declaration was corrected without changing the owner assignment. Its failure log is retained, and a fresh complete package replay passed afterward. CI success is not claimed.

Frontier note: concurrent #535 reports κ = 0.001584931111785787. This composition improves on #533 but is below that newer claim.

The unchanged data-controller/data phases and #493 bit operator are pinned dependencies.
